Historically, this page contained an online form for submissions, although for some change requests it was too limited in nature, in addition it was harder to return a thank you or ask for a more information from a submitted.

Meanwhile, like many web resources, spammers actually thought there might be some benefit in both spamming the page as well as attacking it.

We'd rather hear from real visitors, and email is just as good as any other form.
